The Circular Letter: Washington's Legacy. While at Headquarters Newburgh, as the war drew to a close, General Washington wrote to the Governors, and articulated his vision for the new republic. This talk will explore how he hoped the government should work, how the states should unite, and what measures should be adopted for the security of the fledgling country.
